The church, for the most part, does not receive the ministry of the Holy Spirit and thus does not have the power it should have. Very seldom does one see "signs, miracles and wonders following." Many times, because of this, it becomes a referral service, instead of doing what Jesus said to do - deliver the captives, raise the dead, heal the sick. There is no valid reason the church today should not be identical to the church of Acts. Probably the primary church growth strategy would be to quit viewing each church congregation as its own separate kingdom and begin to see us collectively as the Kingdom Church, and also begin to operate fully in the gifts of the Spirit.
